Construction has resumed on the Shoppes at Duck Creek Plaza development, Middle and E. Kimberly Road, Bettendorf, after a year-long delay. The first and only building, Burlington Coat Factory, was completed and opened a year ago. The developer recently received an extension to complete the second building under phase I of the redevelopment project, which is receiving Tax Increment Financing (TIF) rebates from the city. In return, the taxes to be rebated over the 11-year TIF were lowered from a total of $2.475 million to $2.45 million. A Dunn Bros coffee outlet is reportedly locating in the new building. If so, it will be the firm's first Iowa location.
