EPA rejects IDNR effort to loosen water quality standards; change pushed by industry lobbyists

The U.S. Environmental Protection Agency (EPA) has rejected an effort to loosen water quality protection rules in Iowa, saying proposed changes to "antidegradation standards" sought by the Iowa Department of Natural Resources (IDNR) violate federal rules.

In a letter to the IDNR January 19, the EPA's Region 7 Administrator Mark Hague wrote the state was "seeking to establish a one-size-fits-all rule that only projects costs less than 115 percent of base costs optimize 'the balance between water quality benefits and project costs.' "

After hearing presentations on "The Leadership Role for City Officials" at the annual Iowa League of Cities conference in September, Bettendorf's city administrator and five aldermen adjourned for dinner at the 801 ChopHouse Restaurant, a downtown Des Moines steakhouse "modeled after the classic New York steakhouses of the 1920's," according to its website. Very expensive also would describe the restaurant.

City discharges millions of gallons of sewage into Mississippi River each year

A series of pumps stand along Bettendorf's riverfront ready for use when heavy rain seeps into the Davenport and Bettendorf sewer system and creates peak flows the Davenport treatment plant is unable to handle. That's when the equipment begins pumping untreated sewage (diluted with the rain water) into storm water pipes that discharge into the Mississippi River.
