Instructional support referendum fails by two votes

MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by President Ahlstrand. Members present: Ahlstrand, Barsness, Coon, and OíHara. Absent - Dayman, Thornton, and Romans. Also present: Dale Barber, Jim Spelhaug, Mike Clingingsmith, and Chris Harvey.

AGENDA APPROVED: Motion by Barsness second by OíHara that the Agenda be approved as presented. All ayes. Motion carried.

COMMUNICATIONS: Director Barsness commended National Merit Scholarship Finalists Kevin Morrison, Andrea Rheinhart, Nathan Suh, and Sarah Thompson; the state qualifiers in wrestling Eric Tindall, Cory Barsness, Curt Buckles, John Miller, Adam Ward, David Hessel, and Matt Hall; and the state qualifiers in swimming Sam Boerema, John Graham, Justin Jackson, John Kuykendall, and Dan Tarpein.

Dr. Spelhaug thanked Paul Lensmeyer of the Alcoa Employee and Community Credit Union for sponsoring the Booker Bear Program which provides reading incentives for first graders.



President Ahlstrand thanked district residents who voted for the Instructional Support Levy.

CONSENT AGENDA: Motion by OíHara second by Coon that the Consent Agenda be approved as presented. All ayes. Motion carried.

The Consent Agenda consisted of the following:

the minutes of the February 5 Regular Board meeting;

the employment of Amy LeBarge as PVCHS assistant varsity softball coach,

the transfer of Mary Noack from Bridgeview Elementary to Riverdale Heights Elementary as an educational aide,

the probationary employment of Teresa Richardson,

and the request for early retirement and resignation of Sandy Thompson, school bus driver, effective the end of the 2000-2001 school year;

and seven open enrollment applications; two applications in for the 2000-2001 school year from Davenport Schools; three applications in from Bettendorf Schools for the 2001-2002 school year; and two applications out to Bettendorf Schools for 2000-01.




EXPENSES APPROVED: Motion by Barsness second by OíHara that the General Fund warrants be issued in the total amount of $190,718.82 in payment of invoices presented. All ayes. Motion carried.

Motion by OíHara second by Coon that the Nutrition Fund warrants be issued in the total amount of $27,758.99 in payment of invoices presented. All ayes. Motion carried.



Motion by OíHara second by Barsness that Elementary/Junior High School Activity Fund warrants be issued in the total amount of $14,136.93 in payment of invoices presented. All ayes. Motion carried.



Motion by Barsness second by OíHara that High School Activity Fund warrants be issued in the total amount of $17,771.00 in payment of invoices presented. All ayes. Motion carried.



Motion by OíHara second by Coon that Schoolhouse Fund warrants be issued in the total amount of $57,242.05 in payment of invoices presented. All ayes. Motion carried.



PROPOSED 2002 GRADUATION DATE: Dr. Barber recommended that Sunday, May 26, 2002, be set as commencement for the Class of 2002.



Motion by Barsness, second by Coon that the Board approve establishment of Sunday, May 26, 2002, as commencement for the Class of 2002. Roll call vote. Ayes - Barsness, Coon, OíHara, Ahlstrand. Nays - none. Motion carried.



2001-2002 PRELIMINARY PROPERTY TAX LEVY RATES: Mike Clingingsmith, Chief Financial Officer, presented a preliminary review of 2001-02 property tax levies in two versions. One was a version based on a total tax levy rate increase of 63 cents over last yearís total tax levy rate should the Instructional Support Levy pass. That would bring the 2001-02 total levy rate up to $14.09. The second version was based on a total tax levy rate equal to last yearís total tax levy rate of $13.46 should the Instructional Support Levy not pass.



DATE ESTABLISHED FOR 2001-02 CERTIFIED BUDGET HEARING: Mr. Clingingsmith also discussed the necessity to establish a date and time to hold a public hearing and adopt the Certified Budget for 2001-02. He recommended holding the hearing for budget certification on Monday, April 2, 2001, at 7:00 p.m. in the Board Room.



Motion by Coon, second by OíHara that the Chief Financial Officer be directed to publish a proposed budget summary reflecting a tax levy rate not to exceed $----------14.09 per thousand if the instructional support levy is passed or not to exceed $13.46 per thousand if the instructional support levy is not passed and to establish a date and time of April 2, 2001, at 7:00 p.m. to hold the public hearing and adopt the certified budget for 2001-2002. Roll call vote. Ayes - Coon, OíHara, Ahlstrand, Barsness. Nays - none. Motion carried.



INSTRUCTIONAL SUPPORT LEVY UPDATE: Dr. Barber commented that the Quad City Times wrote an editorial in support of the Instructional Support Levy and Times reporter Ann McGlynn wrote articles on the issue. The radio and television stations have also provided coverage of the issue.



SUBSTITUTE TEACHER RATE FOR PLEASANT VALLEY COMMUNITY SCHOOL DISTRICT RETIREES: Dr. Barber reported that the administration has been working with the Pleasant Valley Education Association through the Interest Based Bargaining process to help alleviate the shortage of substitute teachers.

Retired teachers and administrators are an excellent source of substitute teachers who can provide a high level of service as substitutes.

He therefore recommended that the Board approve establishing a special rate for Pleasant Valley retired teachers and administrators who would be willing to substitute in a classroom at the rate of $126.00 per day effective March 1, 2001.



Motion by Barsness, second by OíHara that the Board approve establishing the special substitute rate for retired Pleasant Valley teachers and administrators at $126.00 per day effective March 1, 2001.


MONTHLY FINANCIAL REPORTS: Mr. Clingingsmith presented the monthly financial report for January. Through January, general fund receipts totaled $10,090,640 (51.9%) and expenses totaled $10,443,034 (53.5%) The January target for receipts and expenditures was 58.3%. He also presented reports on the Management, PPEL, Capital Projects, Debt Service, Hot Lunch, Revolving, and Activity funds.



Motion by OíHara second by Coon that the Board accept the monthly financial reports for January as presented. All ayes. Motion carried.



The Board adjourned at 8:36 p.m.

Congratulations to all students who participated in the Iowa Future Problem Solving Scenario Writing Competition. Two studentsí work was chosen by the judges to be presented at the State Future Bowl awards ceremony at Iowa State University in April. Amanda Miller, a 6th grader at Riverdale Heights, won 1st place and Britney Brown, a 6th grader at Bridgeview, won 3rd place in the junior division.

Business Horizons-Quad Cities
Where the Bottom Line is the Future



Parents of sophomores and juniors, your student has the opportunity to apply to attend Business Horizons-Quad Cities (BH-QC). This program is held at St. Ambrose University in Davenport, IA, between July 29-August 3, 2001.
BH-QC is a week-long experience sponsored by the Association of Business and Industry Foundation, Iowa Department of Education, Junior Achievement of the Quad Cities, Iowa Bankers Association, St. Ambrose University, Drake University, and QC Area Chambers of Commerce, as well as many area business, organizations, and individuals.


Your student will enjoy a week to remember, while learning about the work world from business executives who are willing to share their knowledge to help your student succeed.


Your student will also meet other students from the QC area. Together, as teams, they will create a product, run a mock business, design a marketing plan (including a television commercial), learn about leadership, personal development, and about career opportunities.


Of course, the bottom line at business Horizons is fun. They will hear dynamic speakers, enjoy lively activities, including a trip off-campus, a dance and more.
