MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by President Deborah Dayman. Members present: Barsness, Dayman, Hoffmann, O'Hara, Thornton. Absent: Coon and Romans. Also present: Dale Barber, Jim Spelhaug, Mike Clingingsmith, Chris Harvey, Brian Strusz, Jennifer Davidson, Becky Larson, Ladonna Czachowski, Mary Louise Speer and others.
AGENDA APPROVED: Motion by Barsness, second by Thornton that the Agenda be approved as presented. All ayes. Motion carried.
COMMUNICATIONS: President Dayman welcomed the high school American Government students.
Director Thornton expressed a concern that the "Yield" sign at the east end of the high school's frontage road is not being observed. She has witnessed a few close calls and one accident at that intersection. Dr. Barber replied that he would look into this situation.
Director Barsness congratulated all participants and coaches of the fall sports programs for their very successful seasons. Paul Eure, Girls Swimming; Tony Runkle, Girls Cross Country; and Ed Morrissey, Football were all named MAC Coaches of the Year for their respective sports.
Director Barsness is the Board's representative to the Delegate Assembly at the Iowa Association of School Boards Convention. She discussed the state wide sales tax for schools and allowable growth both of which will be voted on by the delegate assembly. She also mentioned area board members who are running for seats on the IASB Board of Directors.
The Board congratulated Dr. Barber on his upcoming retirement at the end of the 2002-03 school year and thanked him for his twenty-five years of leadership and service to the district.
Dr. Spelhaug reminded the Board to watch for news of the Scott County Regional Authority's grant awards which will be announced this week. The district has submitted nine grant proposals.
Dr. Barber informed the Board that our theater technical adviser and six PVCHS students who were returning from a Thespian Festival in Indianola on Sunday were involved in an accident and were very fortunate that no one was hurt.
Dr. Barber reported that progress on the Pleasant View Elementary Classroom Addition project is continuing at a nice pace with plans in place to have the building enclosed soon for winter work. There will be a change order on the next board agenda for storm sewer work that was not anticipated and for modifications to the unit vents in the new addition.
The Junior High instrumental music addition is completed. There will be a change order on the next board agenda for a refund of the contingency money included in the contract.
Director of Operations Ray LaFrentz met last Wednesday night with vendors and contractors for the tennis court lighting project to complete aiming adjustments for the lights.
The elementary school fire alarm upgrade project is close to being complete. State grant money has been received and the district is awaiting completion of the punch list.
Dr. Barber thanked Board members for their support and cooperation during his tenure as superintendent and wished them well as they continue to provide quality educational experiences for the students of the district.
Mr. Maurice Reber of the LeClaire Lion's Club presented Pleasant Valley Junior High Principal Brian Strusz a check in the amount of $675 for the school's Quest program. The LeClaire Lion's Annual Pancake breakfast held in April provides funding for this donation.
CONSENT AGENDA: Motion by Thornton, second by O'Hara that the Consent Agenda be approved as presented. All Ayes. Motion carried. The Consent Agenda consists of the following: approval of the minutes of the November 4, 2002, Regular Board meeting; the resignation and request for early retirement of Dale L. Barber, Superintendent, effective the end of the 2002-03 school year; the transfer of Ed Morrissey from the position of junior high physical education instructor to the position of high school wellness/weight training instructor for the 2003-04 school year; the transfer of Tony Runkle from the position of high school science instructor to the position of junior high school science instructor for the 2003-04 school year; the regular employment of Don Wakeland as a part-time custodian at PVJH; the increase in Sarah Hauri's Letter of Assignment as a probationary educational aide at Riverdale Heights from four hours per day to five and one-half hours per day due to her reassignment to a new position; the probationary employment of Brenda Chapman as a food service worker at the high school, Connie Dayton as a food service worker at Riverdale Heights, and Royce White as a school bus driver; and, one open enrollment application-in from Bettendorf Schools for the 2002-03 school year and three open enrollment applications-in, two from Bettendorf Schools and one from Davenport Schools for the 2003-04 school year.
EXPENSES APPROVED: Motion by Barsness, second by Thornton that General Fund warrants be issued in the total amount of $80,638.07 in payment of invoices presented. All ayes. Motion carried.
Motion by O'Hara, second by Barsness that Nutrition Fund warrants be issued in the total amount of $41,917.74 in payment of invoices presented. All ayes. Motion carried.
Motion by Thornton, second by Hoffmann that Elementary/Junior High Activity Fund warrants be issued in the total amount of $3,739.77 in payment of invoices presented. All ayes. Motion carried.
Motion by Barsness, second by O'Hara that High School Activity Fund warrants be issued in the total amount of $42,901.29 in payment of invoices presented. All ayes. Motion carried.
Motion by O'Hara, second by Thornton that Schoolhouse Fund warrants be issued in the total amount of $74,346.21 in payment of invoices presented. All ayes. Motion carried.
JUNIOR HIGH WELLNESS CURRICULUM: Pleasant Valley Junior High School Principal Brian Strusz presented a recommendation to change the structure of the junior high wellness program. Currently, students meet every day in both 7th and 8th grade. By doing so, junior high students receive an imbalance of physical education relative to the rest of the district's wellness program. The proposal is to go to an every other day physical education schedule and teach health on the opposite days in the seventh grade. This will allow utilization of time in the 8th grade to improve or add elective offerings. Changes in the health program will allow better articulation and less redundancy than is currently experienced.
Motion by Thornton, second by O'Hara that the Board approve changes in the junior high wellness curriculum as presented. Roll call vote. Ayes - Thornton, Barsness, Dayman, Hoffmann, O'Hara. Nays - none. Motion carried.
AMERICAN EDUCATION WEEK PROCLAMATION: President Dayman read the following American Education Week Proclamation: Whereas, public schools are the backbone of our democracy, providing young people with the tools they need to maintain our nation's precious values of freedom, civility and equality; and Whereas, by equipping young Americans with both practical skills and broader intellectual abilities, schools give them hope for, and access to, a productive future; and Whereas, education employees - be they custodians or teachers, bus drivers or librarians - work tirelessly to serve our children and communities with care and professionalism; and Whereas, schools are community linchpins, bringing together adults and children, educators and volunteers, business leaders and elected officials in a common enterprise; Now, therefore, I, Deborah Dayman serving as President of Pleasant Valley Schools Board of Education do hereby proclaim November 17-23 as the 81st annual observance of American Education Week. FIRST READING OF BOARD POLICY 605.2, "TESTING PROGRAM": Dr. Barber presented the first reading of a revision to Board Policy 605.2, "Testing Program". The revision is required by federal law for the "No Child Left Behind" legislation. Approval of the revision will put the district in federal and state compliance regarding its testing program. The revision will be placed on the December 2 board agenda for approval.
SPECIAL BOARD MEETING DATE FOR REVISED DISTRICT BOUNDARY LINE IN HIGHLAND GREEN SUBDIVISION: The next phase of the Highland Green subdivision in the northwest corner of the district is on the border of Bettendorf and Pleasant Valley school districts and several of the lots have property included in both school districts. Dr. Barber has worked with Lane & Waterman and Bettendorf Superintendent John Perdue to come up with an equitable division of lots and to modify the legal description and boundary lines to ensure that there are no lots located in both districts.
As per Iowa Code, the Board needs to call a special meeting to approve the boundary line changes. It was recommended that the Board set a special meeting immediately following its December 2 regular board meeting to approve the boundary line changes. Bettendorf also plans to approve the changes on December 2.
Motion by Barsness, second by Thornton that the Board approve setting a special meeting immediately following the December 2 regular board meeting to approve boundary line adjustments between Pleasant Valley and Bettendorf School Districts in the Highland Green subdivision. Roll call vote. Ayes - Barsness, Dayman, Hoffmann, O'Hara, Thornton. Nays - none. Motion carried.
MONTHLY FINANCIAL REPORTS: Mr. Clingingsmith presented the monthly financial report for October. Through October, general fund receipts totaled $4,748,848, (23%) and expenses totaled $6,684,050,(32.5%). The October target for receipts and expenditures was 33.3 %. Receipts should return to the target level in November with the next draw of property taxes and receipt of the November state aide payment. He also presented reports on the Management, PPEL, Capital Projects, Debt Service, Hot Lunch, Internal Service, and Activity funds.
Motion by O'Hara, second by Hoffmann that the Board accept the monthly financial reports for October as presented. Roll call vote. Ayes - O'Hara, Thornton, Barsness, Dayman, Hoffmann. Nays - none. Motion carried.

IMPORTANT NOTICE TO PLEASANT VALLEY SCHOOL DISTRICT PARENTS OR GUARDIANS WITH CHILDREN ATTENDING NONPUBLIC SCHOOLS:
The 2002 Iowa Legislature made changes to the section of the Iowa Code related to Nonpublic Transportation Reimbursement. Per the changes made to Iowa Code Section 285.3, in order to qualify for parental reimbursement, a parent or guardian of a student attending an accredited nonpublic school who furnishes transportation for the student in accordance with this section, shall submit a notice of nonpublic school attendance to the resident public school district, notifying the district that the student is enrolled in and will attend an accredited nonpublic school during the period for which parental reimbursement is being requested. The notice shall be filed with the resident public school district not later than December 1 for the first semester claim and May 1 for the second semester claim each year. Forms which must be filled out in order to qualify for this parental reimbursement are available at the Belmont Administration Center, 525 Belmont Road, Riverdale, Iowa 52722 and on the district website at http://www.pleasval.k12.ia.us. Information needed to complete the form includes the parent or guardian's name and address, the name, age, and grade level of the student, the name of the nonpublic school and its location and the number of miles one way to transport the child from home to school. Iowa Code Section 285.1, subsection 3, limits the number of students that may be eligible for parent reimbursement to a maximum of three (3) elementary students and one (1) high school student per family.

OPEN ENROLLMENT NOTICE Parents/Guardians considering the use of the open enrollment option to enroll their child or children in another public school district in the state of Iowa should be aware of the following dates:
JANUARY 1, 2003 - Last date for regular open enrollment requests for the 2003-04 school year.
SEPTEMBER 19, 2003 - Last date for open enrollment requests for entering kindergarten students for the 2003-04 school year.
Parents/guardians of open enrolled students whose income falls below 160% of the federal poverty guidelines are eligible for transportation assistance. This may be in the form of actual transportation or a cash stipend.
Parents should be aware that open enrollment may result in the loss of athletic eligibility.
