MEMBERS PRESENT:
Regular meeting was called to order at 7:00 p.m. by President Deborah Dayman.
Members present:
Barsness, Coon, Dayman, Hoffmann, O'Hara, Romans, Thornton.
Absent: None.
Also present: Dale Barber, Jim Spelhaug, Mike Clingingsmith, Chris Harvey, Jean Rittmer, Kathy Shriver, Joe Kint, and others.
AGENDA APPROVED:
Motion by Thornton, second by Coon that the Agenda be approved as presented.
All ayes.
Motion carried.
COMMUNICATIONS:
President Dayman welcomed high school American Government students.
Dr. Barber told the Board that High School parent teacher conferences are going to be moved from November 6 to November 13 due to the possibility that the Spartans may play in the first round of the state football playoffs on November 6.
More detailed information will be mailed to parents.
He also reported that the Pleasant View classroom addition is progressing nicely.
Bar joists should be installed this week and contractors hope to have the building enclosed by Thanksgiving.
The junior high instrumental classroom addition is nearing completion and contractors are installing the light poles at the high school tennis courts this week.
In response to Director Romans' question at the October 7th board meeting regarding how many graduates attended PV schools from kindergarten through twelfth grade, Dr. Barber reported that a study had been completed on graduating classes 1996 through 2000.
The study shows that approximately 40% of the students from each graduating class attended PV schools all thirteen years.
President Dayman thanked the district for the construction sign placed at the entrance to Pleasant View Elementary that credits the project funding to the Local Option Sales Tax.

Motion by Barsness, second by Coon that the Consent Agenda be approved as presented.

The Consent Agenda consists of the following: approval of the minutes of the October 7, 2002, Regular Board meeting; the regular employment of Susan Wardlow as an educational aide at Riverdale Heights and her Letter of Assignment is increased from 25 hours/week to 27.5/hours per week due to a student's IEP goals; the extra-duty assignments of Jill Skyles as freshman girls basketball coach, Joe Nichols as a 7th grade basketball coach, Brad Terry as a junior high wrestling coach and the resignation of Sharon Dunn as assistant girls soccer coach; the probationary employment of Deborah D'Camp as the orchestra piano accompanist and David Gossard as a special education aide at PVCHS; and the resignation of Mary Rangen as an interpreter/educational aide at PVCHS; three open enrollment applications-in for the 2003-04 school year, two from Bettendorf Schools and one from Davenport Schools and two open enrollment applications in for the 2002-03 school year from Bettendorf Schools.
EXPENSES APPROVED:
Motion by Thornton, second by Romans that General Fund warrants be issued in the total amount of $231,447.47 in payment of invoices presented.
All ayes.

Motion by Romans, second by O'Hara that Nutrition Fund warrants be issued in the total amount of $56,786.88 in payment of invoices presented.
All ayes.

Motion by Barsness, second by Thornton that Elementary/Junior High Activity Fund warrants be issued in the total amount of $15,235.56 in payment of invoices presented.
All ayes.

Motion by O'Hara, second by Barsness that High School Activity Fund warrants be issued in the total amount of $24,472.15 in payment of invoices presented.
All ayes.

Motion by Romans, second by Hoffmann that Schoolhouse Fund warrants be issued in the total amount of $457,138.97 in payment of invoices presented.

2002 SUMMER SCHOOL REPORT:
Dr. Spelhaug presented a financial and participation report for 2002 Summer School.
364 students participated in the regular education portion and 112 participated in the enrichment/technology portion.
The district's general fund cost was $19,664.49.
Motion by Coon, second by Thornton that the Board accept the 2002 Summer School Report as presented.

AT-RISK PROGRAM BUDGET APPROVAL:
Mike Clingingsmith and Jim Spelhaug presented the 2003-04 At-Risk Allowable Growth Budget.
Three significant changes from the 2002-03 year were recommended in the 2003-04 budget.
Two of these changes are due to a change that was made last year in the calculation of the formula for determining the maximum amount of allowable growth that a district can request for At-Risk funding.
Prior to this formula change, there was only a slight difference between the district's At-Risk maximum allowable budget and the funding the district was receiving from the 75% allowable growth and 25% local district share amounts.
The change in the formula significantly increased the maximum amount of allowable growth that the district could request for At-Risk funding.
The three changes that were recommended in the 2003-04 At-Risk Allowable Growth Budget are:
1. Increase the amount of remedial reading teaching time charged to at-risk.
For the 2002-03 school year, the district is charging 1.90 full time equivalency (FTE) of remedial reading teachers costs to the at-risk budget.
For 2003-04, it was recommended to increase to 3.50 FTE the amount of remedial reading teachers' costs being charged to the at-risk program.
2. Charge the net cost of regular program summer school courses to at-risk.
This would equal the difference between the actual cost of the regular program summer school courses and the student tuition charged for the program.
Mr. Clingingsmith explained that the transfer of items # 1 and # 2 above would shift approximately $ 80,000 from the general fund to the at-risk program.
This would provide much needed relief to the general fund for 2003-04.
3. The percentage that the district is paying for the Juvenile Court Liaison position at the High School has been increased from 25% to 50% due to the state's budget problems.
The district's 2002-03 At-Risk Allowable Growth Budget request reflected the district paying only 25% of the Juvenile Court Liaison's costs.
It was recommended that the increase be charged to the at-risk budget.
The increase in the district's allowable growth request for 2003-04 would increase the property tax portion of the At-Risk Program by approximately 4 ? cents (.04475) per $1,000 taxable valuation.
The increase in the property tax portion for the additional at-risk allowable growth for 2003-04 will not cause the overall property tax levy rate to increase due to the planned payoff of our debt on Riverdale Heights on June 1, 2003.
Motion by Romans, second by Coon that the Board approve the 2003-2004 At-Risk Allowable Growth Budget.

SBRC APPLICATION FOR INCREASING ENROLLMENT & OPEN ENROLLMENT OUT RESOLUTION:
Mr. Clingingsmith asked the Board to approve the resolution to apply to the School Budget Review Committee for on-time funding due to increased enrollment for this year and also modified allowable growth for open enrollment out.
This would provide the district with $52,997 of additional spending authority for the additional 11.3 resident students that have been added to the certified enrollment for this school year and would also provide additional spending authority of $ 34,742 for students who are open enrolled out this year who were not on the district's certified headcount last year.
Iowa Code Section 282.18(10) allows a district of residence to apply for modified allowable growth to the School Budget Review Committee (SBRC) if a student was not included in the resident district's enrollment count during the fall of the year preceding the student's transfer under open enrollment if the resident district is paying tuition for that student during the current year. The combination of these two items would give the district $ 87,739 in additional spending authority for the 2002-03 school year at a time when it would be beneficial to the general fund budget.
The district has adequate cash reserves to cover the increase in spending authority.
Motion by Barsness, second by Thornton that the Board request from the SBRC at its December 2002 meeting an on-time funding budget adjustment and modified allowable growth for open enrollment out students not on the previous year's certified enrollment count in the maximum amounts allowable.

MONTHLY FINANCIAL REPORTS:
Mr. Clingingsmith presented the monthly financial report for September.
Through September, general fund receipts totaled $1,616,445, (7.8%) and expenses totaled $4,907,162,(23.8%).
The September target for receipts and expenditures was 25.0%.
Actual receipts will improve in the October report when the first main draw of property taxes is recorded.
He also presented reports on the Management, PPEL, Capital Projects, Debt Service, Hot Lunch, Internal Service, and Activity funds.
Motion by Coon, second by Barsness that the Board accept the monthly financial reports for September as presented.

OPEN ENROLLMENT NOTICE Parents/Guardians considering the use of the open enrollment option to enroll their child or children in another public school district in the state of Iowa should be aware of the following dates:
JANUARY 1, 2003 - Last date for regular open enrollment requests for the 2003-04 school year.
SEPTEMBER 19, 2003 - Last date for open enrollment requests for entering kindergarten students for the 2003-04 school year.
Parents/guardians of open enrolled students whose income falls below 160% of the federal poverty guidelines are eligible for transportation assistance.
This may be in the form of actual transportation or a cash stipend.
Parents should be aware that open enrollment may result in the loss of athletic eligibility.

NOVEMBER 5 GENERAL ELECTION
Everyone is reminded that the general election is scheduled for November 5.
Elected officials who will be responsible for running our county, state, and federal governments are on the ballot.
Also, Scott County will decide whether or not to continue to allow riverboat gambling in the county.
During the past 11 years, the not-for-profit license holders for the two riverboats in the county have donated $1,586,689 to our district for such items as library materials, playground equipment, technology related equipment, classroom supplies, and a multitude of other items that support our educational programs.
Regardless of which party you support or your personal beliefs related to issues on the ballot, please remember to exerecise your right to vote on November 5.
