Pleasant Valley School Board meeting March 5, 2001

PV school board approves 5-year capital improvement plan.

MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by
President Ahlstrand. Members present: Ahlstrand, Barsness, Dayman, O'Hara,
and Romans. Absent - Coon and Thornton. Also present: Dale Barber, Jim
Spelhaug, Mike Clingingsmith, Ray LaFrentz, Glenn Pelecky, Dave Quinn, Kris
Wolzen, Tom Wirtz, Jan Yoder, Dick Hanzelka, Chris Harvey, and others.



EXEMPT SESSION: Motion by Dayman, second by Barsness that the Board hold an
exempt session for the purpose of negotiations as provided in section
20.17(3) of the Code of Iowa. Roll call vote. Ayes - Dayman, O'Hara,
Romans, Ahlstrand, Barsness. Nays - none. Motion carried.



AGENDA APPROVED: Motion by O'Hara second by Barsness that the Agenda be
approved as presented. All ayes. Motion carried.



COMMUNICATIONS: AEA Administrator, Dr.Glenn Pelecky and the AEA's Division
Directors were in attendance to review AEA services as part of their
Comprehensive Planning Process.



Director Barsness reminded the Board to contact their legislators in regard
to Charter Schools.



Director Dayman shared a concern from a resident regarding the new
substitute teacher rate approved at the February 20 meeting for retired PV
teachers and administrators. Dr. Barber responded that PV retired teachers
and administrators are an excellent source of substitute teachers and
hopefully will help alleviate the shortage of substitutes that the district
sometimes experiences.



In the wake of the San Diego area high school shootings, Director Romans
urged everyone

to learn from this tragedy, to review safety procedures, and to be on top of
this situation as a community.



Dr. Barber said that the Scott County superintendents and area legislators
will be holding discussion meetings on March 9 and April 6 at the Belmont
Administration Center. It is hoped that these meetings will provide an
opportunity for increased dialog between the legislators and
superintendents.



Dr. Spelhaug shared copies of a newsletter, "Helping Hand" which is being
distributed to parents who belong to the Parent Network by the Pleasant
Valley Committee for Drug, Alcohol, Tobacco, and Violence Free Youth and
those at certain grade levels on a rotating basis. On April 9, 7:00 p.m. in
the High School Theater, this committee will sponsor "Don't Let Your Kids
Know More Than You", a meeting for parents to learn about drugs sold and
used in our community, how to recognize them and how they are different from
the 1960's and 70's. If residents would like additional information they
should contact Juvenile Court Liaison Carrie Landau, 332-0572 and Scott
County Sheriff's Liaison Bryce Schmidt at 332-4783.



CONSENT AGENDA: Motion by O'Hara second by Romans that the Consent Agenda
be approved as presented. Roll call vote. Ayes - O'Hara, Romans,
Ahlstrand, Dayman. Nays - none. Abstained - Barsness. Motion carried.


The Consent Agenda consisted of the following:

the minutes of the February
20 Regular Board meeting;

the employment of Beverly Anderson as a media
specialist at Bridgeview and Pleasant View for the 2001-02 school year and
Amanda Norman as an 8th grade math instructor at Black Hawk Junior High for
the 2001-02;

the resignation of Mary Reitinger as a teacher at Black Hawk
Junior High School;

the early retirement request and resignation of Kay
Allbee as secretary at Cody Elementary School;

the transfer of Kelly Hatler
from Business Clerk at the Belmont Administration Center to Director of
Operations Secretary at the Maintenance Center;

and the extra-curricular
assignments of Sean Morley and John Schneider as PVCHS boys assistant soccer
coaches for the 2000-01 season and Amanda Norman as junior high MathCounts
advisor for the 2001-02 school year;

and four open enrollment applications;
three applications in for the 2000-2001 school year from Bettendorf Schools;
and one application in from Bettendorf Schools for 2001-02.



EXPENSES APPROVED: Motion by Dayman second by O'Hara that the General Fund
warrants be issued in the total amount of $184,367.34 in payment of invoices
presented. All ayes. Motion carried.



Motion by Barsness second by Dayman that the Nutrition Fund warrants be
issued in the total amount of $10,914.66 in payment of invoices presented.
All ayes. Motion carried.



Motion by O'Hara second by Barsness that Elementary/Junior High School
Activity Fund warrants be issued in the total amount of $2,937.51 in payment
of invoices presented. All ayes. Motion carried.

Motion by Dayman second by O'Hara that High School Activity Fund warrants be
issued in the total amount of $12,249.36 in payment of invoices presented.
All ayes. Motion carried.

FIVE YEAR CAPITAL PROJECTS PLAN: Dr. Barber, Ray LaFrentz, and Mike
Clingingsmith presented the Capital Projects Five Year Plan. The Board
discussed the major recommendations for 2001-2002 which include

replacement
of the running track and tennis courts at the high school;

roofing projects
at the high school, Black Hawk, and Cody;

digital HVAC control upgrades at
the high school;

repair and resealing of the parking lot at Black Hawk;

and,
funding for hooking up to city water at Black Hawk should that opportunity
become available.

Funding sources for the capital improvements are the
Physical Plant and Equipment Levy and the Local Option Sales Tax.



Motion by Romans, second by Barsness that the Board approve the Capital
Projects Five Year Plan as presented. Roll call vote. Ayes - Romans,
Ahlstrand, Barsness, Dayman, O'Hara. Nays - none. Motion carried.



BOARD RETREAT: President Ahlstrand proposed that the Board hold a retreat
on Saturday, March 10, 2001, from 8:30 - 11:30 a.m. at the Belmont
Administration Center.

Topics proposed for the agenda are:

1) Review the
School Improvement Plan;

2) the Instructional Support Levy; and,

3) Black
Hawk Junior High School's name.

Motion by O'Hara, second by Dayman that the Board hold a Board Retreat on
Saturday, March 10, 2001, from 8:30 - 11:30 a.m. Roll call vote. Ayes -
O'Hara, Romans, Ahlstrand, Barsness, Dayman. Nays - none. Motion carried.

EXEMPT SESSION: The Board met in exempt session for the purpose of
negotiations from 8:25 p.m. to 8:36 p.m.

In open session, the Board adjourned at 8:37 p.m.
