Unofficial Minutes of the October 16, 2006 Regular Meeting of the Board of Education (pending Board approval)

The Board of Directors of the Bettendorf Community School District, in the County of Scott, State of Iowa, met in open session according to Iowa law for their regular Board meeting at the Administration Center, 729 21st Street, Bettendorf, Iowa, on October 16, 2006. President Anderson called the meeting to order at 7:11 p.m., and the Board recited the Pledge of Allegiance. Monica Poe, Board Secretary, verified that the meeting notice had been posted and mailed to the media as required by law. Members present: Directors Anderson, Crockett, Ehrmann, Justis, Mayer, Tinsman and Weigle. Other officials present: Marty Lucas, Superintendent; Dr. Carol Webb, Assistant Superintendent; Celeste Reuter, Director of Communications; Cindy Ferguson, BEA Representative; Nick Hunt and Cara Voelliger, Student Representatives; and Monica Poe, Board Secretary.

Motion by Director Crockett, seconded by Director Ehrmann, to approve the agenda as presented. Motion carried 7-0

Motion by Director Weigle, seconded by Director Crockett, to approve the consent agenda as presented. Motion carried 7-0.

Director Crockett shared information regarding the Parent Link magazine sales. She expressed the sale was very successful and the profits will be used to purchase computers and chairs in new lab area. She noted that during last year’s book fair the Middle School, through purchases and bonus programs, received 200 books for the library. The new Middle School Technology Lab and Fitness Center is scheduled to open in January of 2007.

Director Justis shared information on the Middle School Band Bash that she attended last month. She noted there were 350 students who participated and seminars were conducted and led by area musicians.

Director Weigle said the she attended the luncheon for the AEA that was held at the AEA Building last Friday. The luncheon was provided by the Bettendorf School District in appreciation for the use of the AEA facilities. Director Weigle also attended the high school play Saturday night, “Father of the Bride.” She stated it was a wonderful performance and they had great attendance.

Student Representative Cara Voelliger shared comments on a new program started at the high school for students this year. Students can bring school issues and concerns they would like to have heard and addressed to the meetings. The first meeting was held two weeks ago and was very productive.

Dr. Carol Webb reported on the 2006 summer school program. She noted the participation had increased significantly over the 2005 summer school program.

Motion by Director Crocket, seconded by Director Erhmann, to approve the re-bid of Category #7, Floor Coverings, L& L Floor Covering, Inc., in the amount of $217,000.00 for the Base Bid and Alternates 1 and 2, for the new Neil Armstrong Elementary School as presented. Director Anderson abstained from voting due to a potential conflict of interest.

Motion carried 6-0-1

Superintendent Lucas gave an update regarding the official enrollment. Total enrollment served is up 33 students and the official certified enrollment is up 61.3 students for this school year. He explained that the difference between students served and the certified count is due to an increase in open enrolled out students and tuitioned out students. Families are now being asked to complete a survey to determine why they chose to open enroll their children out of our school district. The information from the surveys will be compiled and reported at a later date.

Motion by Director Mayer to adjourn the meeting at 8:00 p.m.
