PV Board Minutes 1.17.05

MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by President Deborah Dayman. Members present: Barsness, Dayman, Kaminski, Messman, OíHara, Schurr. Absent: Hoffmann. Also present: Jim Spelhaug, Cyndy Behrer, Mike Clingingsmith, Chris Harvey, Brian Strusz, Jolene Mullins, Jean Mattson, Barb Skjei, Lisa Albrecht, Amy Harksen, Audra Bailey, Mikkie Schiltz, and Cam Davidson.

EXEMPT SESSION APPROVED: Motion by Messman, second by OíHara that the Board hold an exempt session for the purpose of negotiations as provided in section 20.17(3) of the Code of Iowa. Roll Call Vote. Ayes ñ Messman, OíHara, Schurr, Barsness, Dayman, Kaminski. Nays ñ none. Motion carried.

EXEMPT SESSION APPROVED: Motion by Barsness, second by OíHara that the Board hold an exempt session as provided in section 21.5(1)(c) the open meetings law to discuss strategy with counsel in matters where litigation is imminent and where its disclosure would be likely to prejudice or disadvantage the position of this school district in that litigation. Roll call vote. Ayes ñ Barsness, Dayman, Kaminski, Messman, OíHara, Schurr. Nays ñ none. Motion carried.

AGENDA APPROVED: Motion by Schurr, second by Kaminski that the Agenda be approved as presented. All ayes. Motion carried.

COMMUNICATIONS: President Dayman welcomed visitors to the meeting. Director Messman reminded the board that the Legislature had convened and that Allowable Growth would be discussed this week.

Dr. Spelhaug told the board that this day was an in-service day which began with a staff meeting to discuss the Professional Development Model and progress on the districtís comprehensive school improvement plan.

As a part of the day, a health fair was held in the high school cafeteria and approximately 130 employees and family members attended. The fair was sponsored by Trinity Visiting Nurses Association, Precedence EAP, Palmer Chiropractic, and Wellmark.

CONSENT AGENDA: Motion by OíHara, second by Schurr that the Consent Agenda be approved as presented. All Ayes. Motion carried. The Consent Agenda consists of the following: approval of the minutes of the January 3, 2005, regular board meeting; the resignation of Judd Allbaugh as assistant girls soccer coach; four open enrollment applications-in for 2004-05 from Davenport Schools and two 2005-06 open enrollment-in applications - one from North Scott schools and one from Bettendorf Schools.

EXPENSES APPROVED: Motion by Kaminski, second by Schurr that General Fund warrants be issued in the total amount of $129,741.56 in payment of invoices presented. All ayes. Motion carried.

Motion by Messman, second by Barsness that Nutrition Fund warrants be issued in the total amount of $44,916.38 in payment of invoices presented. All ayes. Motion carried.

Motion by Barsness, second by OíHara that Elementary/Junior High Activity Fund warrants be issued in the total amount of $9,006.13 in payment of invoices presented. All ayes. Motion carried.

Motion by OíHara, second by Schurr that High School Activity Fund warrants be issued in the total amount of $20,383.92 in payment of invoices presented. All ayes. Motion carried.

Motion by Schurr, second by OíHara that PPEL Fund warrants be issued in the total amount of $197,070.66 in payment of invoices presented. All ayes. Motion carried.

K-12 GUIDANCE CURRICULUM: Pleasant Valley is acknowledged as the first district in Iowa to afford guidance services, staffed by a specialist in the field, to its elementary students. Beginning in the 1960ís, the program has progressed and grown over the years in terms of personnel and services. The curricular framework for these services has changed and expanded over the years. Several members of the K-12 guidance staff presented a revision of its guidance program and described the most recent changes that have occurred.

Motion by Kaminski, second by OíHara that the Board approve the Guidance Curriculum Program Revisions as presented. Roll call vote. Ayes ñ Kaminski, Messman, OíHara, Schurr, Barsness, Dayman. Nays ñ none. Motion carried.

2005-06 SCHOOL FEES: Dr. Spelhaug reviewed with the board that the district has traditionally charged registration fees and various course fees at the secondary level. He proposed adopting an increased annual registration fee in 2005-06 ($75 at the High School; $70 at the Junior High; and $65 at the Elementary levels) and eliminating the course fees. This change is comparable to North Scott Schoolsí registration fees. Students would still pay fees for drivers education, life guarding, band instrument rental (if they rent), and band, choir, and orchestra uniform rental. Elective fees for items such as yearbooks and activity passes would also remain.

Motion by Barsness, second by Messman that the Board approve registration fees for the 2005-06 school year as follows: $75 at the High School, $70 at the Junior High, and $65 at the Elementary levels. Roll call vote. Ayes ñ Barsness, Dayman, Kaminski, Messman, OíHara, Schurr. Nays ñ none. Motion carried.

Dr. Spelhaug thanked Pleasant Valley Junior High School Principal Brian Strusz for doing the legwork on reviewing and recommending changes to board policies. He explained that the district needed a more

systematic way to review board policies. In order to accomplish this, the services of the Iowa Association of School Boards has been engaged to review the entire policy book. The board will follow a two part strategy: first it will discuss changing and adopting the policies for which IASB recommended changes over the next several months. Second it will adopt a cycle that insures that every policy has been considered over the next five years. Part one of this strategy began at this meeting. Several updates were recommended to the policies in the Series 200, ìBoard of Directorsî, of the board policy book. These policies will be presented at the February 7 board meeting for their second reading and approval.

Mr. Clingingsmith presented the monthly financial

reports for December. Through December, general fund revenue totaled $10,016,674 and expenses totaled $8,256,937. The fund balance in the General Fund at December 31, 2004 was $2,875,826. There were no significant variances from projections in the monthly financial reports. He also presented reports on the Management, PPEL, Capital Projects, Hot Lunch, Internal Service, and Activity Funds.

Motion by OíHara, second by Schurr that the Board accept the monthly financial reports for December as presented. Roll call vote. Ayes - OíHara, Schurr, Barsness. Dayman, Kaminski, Messman. Nays - none. Motion carried.

The Board met in exempt session for negotiations from 7:50 ñ 8:10 p.m.

The meeting adjourned at 9:41 p.m.

The PV Athletic Boosters need your support at the Varsity Girls and Boys Basketball game against Burlington. Do you have a favorite cake or dessert? We welcome homemade cakes and desserts, simple or elaborate. There is a size limit . . . . 36î X 36î. We need to be able to get through the door!

Who can enter? All PV school district teams, clubs, coaches, teachers, and associations K-12 are eligible to enter. Categories are: 1) Best Use of Blue and Gray; 2) Best Representation of a Sport/Organization; 3) Funniest; 4) Best of Show-Student; 5) Best of Show - Coaches/Teachers. How does it work? The five winning cakes plus the Booster Club entry will be auctioned at half time of the boyís basketball game. All other cakes will be sold by silent auction during the girls and boys games, with the auction ending at the end of the third quarter. All money raised will be used to support athletic programs throughout the district.

OPEN ENROLLMENT NOTICE

Parents/Guardians considering the use of the open enrollment option to enroll their child or children in another public school district in the state of Iowa should be aware of the following dates:

JANUARY 1, 2005 - Last date for regular open enrollment requests for the 2005-06 school year.

SEPTEMBER 16, 2005 - Last date for open enrollment requests for entering kindergarten students for the 2005-06 school year.

Parents/guardians of open enrolled students whose income falls below 160% of the federal poverty guidelines are eligible for transportation assistance. This may be in the form of actual transportation or a cash stipend.

Parents should be aware that open enrollment may result in the loss of athletic eligibility.
