Unofficial Minutes of the December 6, 2004, Regular Meeting (Pending Board Approval)

1. Call to Order.

The Board of Directors of the Bettendorf Community School District, in the County of Scott, state of Iowa, met in open session according to Iowa law for their regular Board meeting at the Ray Stensvad Administration Center, 3311 Central Avenue, Bettendorf, Iowa, on December 6, 2004. President Anderson called the meeting to order at 7:00 p.m. and the Board recited the Pledge of Allegiance. Lynne Lindstrom, Board Secretary, verified that the meeting notice had been posted and mailed to the media as required by law.

Members present: Directors Anderson, Castro, Crockett, Ehrmann, Luton, Mayer, Weigle. Members absent: None. Other officials present: John Perdue, Superintendent; Carol Webb, Assistant Superintendent; Maxine McEnany, Director of Business & Financial Celeste Reuter, Director of Communications; John Campbell, Director of Operations; Margie Schwaninger, BEA Representative; Tim Holmes, Student Council Representative; Lynne Lindstrom, Board Secretary.

2. Agenda Approval. Motion by Director Weigle, seconded by Director Ehrmann, to approve the agenda as presented. Ayes: 7 Directors Anderson, Castro, Crockett, Ehrmann, Luton, Mayer, Weigle. Nays: 0 Motion carried 7-0. 3. Comments and Suggestions from Audience.

3.01 President's Statement. On behalf of fellow Board members, at this time I would like to invite any member of the audience to step to the microphone with comments about items of interest or concern that do not appear on the agenda this evening. Please begin by stating your name and address. It would be most appreciated if you would limit your comments to three minutes so that we can keep the meeting moving in a timely fashion and allow others an opportunity to speak. We ask that you remember that Iowa law prohibits us from discussing specific employees or their job performance. If you have thoughts to share about items that are included as topics for tonight's meeting, we would invite those comments when we reach that point in the meeting. Thank you for your support of our school district.

Mr. Greg Gackle, 1116 Coffelt Avenue, Bettendorf, stated he had received a letter from Dr. Perdue related to the potential conversion of the Thomas Jefferson Elementary school to an early childhood learning center and the construction of a new school in the downtown Bettendorf area. He inquired as to approximate cost to construct a new elementary school and the funding source. He also asked if a location in the northern part of the district had been considered.

Superintendent Perdue clarified that no decisions have been made relative to Thomas Jefferson and Neil Armstrong elementaries. A variety of options are being reviewed, one of which is an early childhood learning center.

A Facilities Advisory Council is being appointed to review this initiative and provide a recommendation to the Board of Education. Dr. Perdue estimated construction of a three-section elementary building at approximately $7 million to $7.5 million, with funding for the proposed new construction provided through the one-cent local option sales tax and PPEL.

He thanked Mr. Gackle for his comments and noted the upcoming Facilities Advisory Council meetings will be open to the public.

4. Commendations.


4.01 Spotlight on Neil Armstrong Elementary Schoolís Academic Instructional Calendar. Principal
Kevin Hatfield presented a Power Point on the eight-step disaggregating data to inform
instruction at Neil Armstrong Elementary School.


4.02 Marilyn Phelan, health education instructor at Bettendorf Middle School, presented at the Iowa
Association of Health, Physical Education, Recreation and Dance on November 6. Her
presentation was on Brain Research.


4.03 The following Bettendorf Community School District teachers have been honored by being
recognized in Who's Who Among America's Teachers, 2004: Bettendorf Middle School: David
Folks, Lori Hatch, Marianne Marcek, Mick McVey, Deb Patterson, Lorna Sawyer, Ruth Senneff,
Ted Thompson and Jeff Winter. Bettendorf High School: Gabriele Auerbach, Diane
Borcherding, April Bryant, Scott Christensen, Charles Collins, Monte Coy, Mary Doerder,
Stephen Earp, Nancy Emmerson, Michael Green, Todd Hornaday, Connie King, Christopher
Like, Patricia Madden, Linda Melroy, Susan Miller, Deborah Ragan, Randy Scott, Pat Sherman,
Carole Swift, and Rodger Wilming. Neil Armstrong Elementary School: Faith Endresen.
Herbert Hoover Elementary School: Tandy Huber, Joan Zastrow, and Sally Delgado. This is an
honor reserved for teachers selected by one or more of their former students who have been
distinguished by being listed in either Who's Who Among American High School Students, or the
National Dean's List.


4.04 Lynn Hirsch, art teacher at Grant Wood Elementary School, was chosen for Whoís Who Among
American Women, 2004.


4.05 Congratulations to Bettendorf High School student, Jennifer Bai who scored 800 on her
Scholastic Aptitude Test II in French. SAT II is a one-hour test that assesses mastery of a
particular field of study. Scores are based on an 800-point scale.


4.06 Congratulations to the Bettendorf High School football team and coaches on winning the 4A state
championship game on November 19, 2004. Head Coach: Randy Scott; Asst Coaches: Aaron
Wiley, Brian Barquist, Kevin Wojtkiewicz, Kevin Freking, Matt Drinkall, and Steve Lampe.
Trainers: Eric Knudsen and Paul Flynn. Student Trainers: Michelle Meyer, Alan Edwards,
Brandon Berg, Heather Berg, and Kayla Schneider. Named to the 1st Team Offense were Ryan
Fick, Tim Jackson, Quinn McVey, Greg Reckman, Chris Ivory, and Chris Mahoski. 1st Team
Defense were Chuck Mayberry, Chris Walker, Jack Festing-Smith, Pat Angerer, and Matt
Gowan. 2nd Team Offense players named were Jeff Bitter, Dan Halfman, and Nick Palczynski.
2nd Team Defense were Mike Gealy, Luke Andrusyk, Troy Zimmerman, and Mike Hayward. 3rd
Team Defense was Kyle Merten. Players who received Honorable Mention were Mondo
Rodriquez, Isiah Stevens, Andy Bertram, and Tyler Holle. Tim Jackson was named MVP of the
MAC. Randy Scott was named 4A Coach of the Year and Aaron Wiley was named 4A Assistant
Coach of the Year. Pat Angerer was named 4A Player of the Year. The following students were

4.07 The following students were selected for the Wayne Cheramy Citizenship Award for the first
quarter at Bettendorf Middle School for the 2004 ñ 2005 school year: Brady Dingeldein, Alyssa
Wellman, Kayla Antle, Andrew Miles, Michael Streit, Katie Whiteman, Zach Kelley, Amanda
Stahle, Dylan Steil, Shelby Womack, Jacqueline Dreher, Matthew Gealy, Christina Bonneau,

McCutcheon, and Kelsey Nagles. Wayne Cheramy was an associate principal at Bettendorf
Middle School for many years. In 1984, he became the principal of Middle School and served in
that capacity for six years, retiring from education in June of 1990.The Wayne Cheramy Award was instituted during the 1990 - 1991 school year. The award began as a way to pay tribute to

principal, intramural and cheerleading coach, Reggie McGill exemplified the true meaning of
sportsmanship. For her leadership and dedication to the students and faculty at Middle School,
this award is named in her honor. The Regina McGill Sportsmanship Award is given each season
to individual members of the BMS athletic teams who show outstanding qualities in the areas of
attitude, leadership, and work ethic. At the same time, they must show themselves to be team
players while demonstrating respect toward coaches, teammates, officials, and opponents.


4.09 Patrick Mulloy, an 11th grade student at Bettendorf High School, will attend the Science,
Technology and Public Policy Program February 5-12, 2005 in Washington D.C. Presidential
Classroom (PC), a nonprofit, nonpartisan, civic education organization which prepares young
leaders for responsible citizenship and provides outstanding high school students the chance to
explore the political process firsthand. Aimed at high school juniors and seniors with a minimum
3.0 grade point average, Presidential Classroom offers seven unique and challenging leadership
development experiences, focusing on key issues such as business, media, science and
technology, law and justice, national security, and international relations. In January 2005,
students have the opportunity to participate in the Inaugural activities in the Presidential
Inauguration Program. Participants will examine the role of the government in issues related to
scientific discoveries and technological advances.


4.10 The Quad City Red Ribbon Coalition, Center for Alcohol and Drug Services (CADS), Inc.
donated a book entitled The Red Ribbon: A Story of Hope to the Bettendorf Community School
District in honor of Red Ribbon week. They also commended Amy Wichman, Student Services
coordinator, for her valuable contributions to the CADS program.


4.11 The Bettendorf High School Business Principles Class donated $960 this fall to the following
charities: Iowa Childrenís Hospital, The Molly Rankin Scholarship Fund, and the Nolan Family.
Funds were raised through a class run business, Aardvark Inc., which sold ìLetís Be Friendsî tshirts.
Co-Presidents of Aardvark Inc. are Tim Jackson and Isiah Stevens; teacher is Brian
Barquist.

6. Discussion Items.

6.01 Shared Communications. Director Mayer reported on the IASB Delegate Assembly meeting, which he attended on November 17.

Directors Luton, Castro, and Weigle attended the recent ìwelcome backî for the BHS Football team in celebration of their 4A State Championship title, commenting not only on the teamís abilities but their positive display of sportsmanship.

Director Ehrmann reported on the recent Comprehensive School Improvement Advisory Committee meeting.

Director Castro shared a variety of newspaper clippings related to the following topics: symptoms of ADD, definition of a good middle school, high school graduates unprepared for college, and Iowa teacher compensation.

Director Weigle expressed her appreciation to Celeste Reuter, Director of Communication, for the recent communication regarding core time and its impact on lowering class size. Director Weigle attended the IASB convention in Des Moines November 18-19 and shared highlights of a speaker from Texas who discussed the topic of No Child Left Behind and its inclusiveness. She stressed the importance of a vision statement for the district.

She also reported on Governor Vilsackís topic of preschool and early childhood education. In addition, Director Weigle suggested the Board discuss some of these topics in more depth at their upcoming Board Retreat scheduled for January 8, 2005.

Director Luton reported St. John Vianneyís plans to open a preschool in Bettendorf beginning with the 2005/06 school year.

6.02 2005 Construction Update.

Superintendent Perdue and John Campbell, Director of Operations, outlined the proposed scope of the Summer 2005 construction projects, including renovations to Mark Twain, Middle School and Jefferson. Superintendent Perdue requested directorsí input on the Jefferson upgrades given the potential future of this facility.

Directors had varying opinions on expenditures to Jefferson until a more definitive decision is made on this facility. In addition, the building condition of Neil Armstrong was discussed.

Greg Gackle, 1116 Coffelt Avenue, Bettendorf, stated his interest in having the Jefferson classroom upgrades completed. He shared his belief that parents have been waiting for these upgrades and would be disappointed if it were not completed, regardless of future plans for this building. He stressed the importance of involving Jefferson parents in this discussion.

Superintendent Perdue recommended breaking out the components of the proposed renovations to Thomas Jefferson Elementary to assist the Board with their decision making and bring that back at the December 20 meeting for further review.

Consensus of the Board was to move forward with the completion of the following projects:

? Mark Twain Elementary renovation, with an estimated cost of $131,788

? Middle School upgrades, with an estimated cost of $406,417 and restrooms $85,000

Directors discussed the BMS Pod Reconstruction scheduled for summer of 2006.

Director Castro inquired as to the potential of utilizing the new space for a 6th grade school, which would alleviate some pressure on the building.

Ms. Goff indicated her support for remodeling the POD area. Superintendent Perdue clarified that no decision has been made at this point on utilization of the space and various options could be considered. Board members gave their approval to move forward with architectural bids for the project.

Based on the results of the bids, Superintendent Perdue will come back to the Board with a recommendation.

Other potential projects discussed included the BHS menís locker room, the BHS cafeteria renovation and a new elementary school. No final decisions have been made nor a timeline set.

6.03 Budget Planning.

Maxine McEnany, Director of Finance & Business Services, outlined the cash flow scenario and projections relative to the one-cent sales tax and PPEL funds. These funds will be the two primary budgets utilized for renovations to BMS pods and renovations and/or new school relative to Jefferson and Armstrong elementary schools.

6.04 Class Size Policy Review.

Board members reviewed Class Size Regulation #603.1R, in addition to an outline of elementary classroom square footages for the six elementary schools. Directors discussed research findings and reviewed the article from Cefpiís Educational Facility Planner entitled ìClassroom Size and Number of Students Per Classroom.î

6.05 Board Retreat Topics. Superintendent Perdue reviewed the proposed agenda for the upcoming January 8 retreat, scheduled from 8:00 a.m. ñ 12:00 noon at the Ray Stensvad Administration Center. 7. Action Items.

7.01 Approval of Advisory Council Representatives. Superintendent Perdue provided a listing of The Comprehensive School Improvement Advisory Committee and the Facilities Advisory Council for the Boardís approval. Motion by Director Luton, seconded by Director Crockett, to approve the membership of the Comprehensive School Improvement Advisory Committee and the Facilities Advisory Council as presented.

Ayes: 7 Directors Crockett, Ehrmann, Luton, Mayer, Weigle, Anderson, Castro. Nays: 0 Motion carried 7-0.

7.02 Alternative Educational Placements to Expulsion.

Directors reviewed the ìAlternate Educational Placement to Expulsionî program, which will assist building principals and staff with disruptive students.

Motion by Director Crockett, seconded by Director Luton, to approve the Alternate Educational Placements to Expulsion program.

Ayes: 7 Directors Ehrmann, Luton, Mayer, Weigle, Anderson, Castro, Crockett. Nays: 0 Motion carried 7-0. 8. Superintendentís Report.

8.01 DE Accreditation Visit. Superintendent Perdue shared the upcoming schedule for the Department of Educationís accreditation visit December 14-16.

8.02 Next Agenda Planning. Superintendent Perdue reviewed the December 20 Board agenda, which will include a 6:30 p.m. learning session.
