The Bettendorf Park Board held a special meeting on September 14, 2004 at 4:00 pm in the Council Chambers at City Hall.

The Bettendorf Park Board held a special meeting on September 14, 2004 at 4:00 pm in the Council Chambers at City Hall.
Present: Kamp, Makoben, Beckman, Gackle, and Glenn
Absent: None
Stu Smith reviewed the park maintenance monthly report, which is annex #1 to these minutes.
Rita VanWetzinga ës recreation monthly report is annex #2 to these minutes.
Brad Petersonís golf maintenance monthly report is annex #3 to these minutes.
Jon Waddellís golf administration monthly report is annex #4 to these minutes. Commissioner Makoben requested a compilation of comments from the survey cards at the Jamie Hill Tournament to be reviewed by the clubhouse committee.
Steve Grimesí administration monthly report is annex #5 to these minutes. He mentioned a potential meeting room conflict with the Planning & Zoning Commission for the Wednesday meeting. If needed, the Park Board meeting would move to the second floor conference room and would be recorded, but not televised. There should be more information on the Community Center renovations at the October meeting. Steve shared a memo from Tim Downing regarding the Golf Course Clubhouse, a copy of which is annex #6 to these minutes. He also gave an update from the Clubhouse Committee meeting.
Steve Grimes informed the Board Frank Klipsch of the Y had communicated that Y members are allowed to change their membership between Yís, so it might be futile to restrict the discounted daily admission to Bettendorf Y members.
Commissioner Glenn made a motion to not proceed with the discounted daily admission reciprocal agreement between the Bettendorf Y. The motioned died for lack of second.
On motion by Makoben, seconded by Bekcman, to approve the reciprocal agreement for a discounted daily admission fee between Bettendorf Y members only and Life Fitness Center members, with staff working out the details.

Steve Grimes informed the Board about recent police calls at the Crow Creek Skatepark, a large part of which included bikes using the facility. Some of the incidents resulted in police banning individuals. A possible solution would be fencing which would include a switchback that does not allow bikes through and gates for getting equipment through. Stu Smith reported rough estimates would range from about $6,500 up to $10,000. Commissioner Beckman requested Steve Grimes survey other communities with skateparks.
On motion by Beckman, seconded by Gackle to allow payment to Brockway Land Planning Associates contingent upon receipt of written commitment of funds from donors. A copy of the invoice and attachments are annex #7 to these minutes.

Chairman Kamp recognized Monty Yegge for her 34 years of service to the Parks and Recreation Department and Park Board. Chairman Makoben also thanked her for her work on the 4th of July Committee. Steve Grimes noted she will be missed and congratulated her on her retirement.
