PV Board Minutes 8.2.04

MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by President Debbie Dayman. Members present: Barsness, Dayman, Kaminski, Messman, O'Hara, Schurr. Absent: Hoffmann. Also present: Jim Spelhaug, Cyndy Behrer, Christine Harvey, and Joanne Noble.

AGENDA APPROVED: Motion by Barsness, second by Messman that the Agenda be approved as presented. All ayes. Motion carried.

COMMUNICATIONS: Director Barsness inquired about the service learning program. Dr. Spelhaug said there would be an update report on service learning in the fall.

Dr. Spelhaug reported that some unexpected problems with the water main at Bridgeview had been uncovered when excavation was done at the new Bridgeview parking lot. The water main is buried approximately 30 inches deep. The district is in the process of getting prices to remedy the situation. He added that the junior high is hooked up to city water, however, there are still some questions regarding water pressure that have to be answered.

CONSENT AGENDA: Motion by O'Hara, second by Schurr that the Consent Agenda be approved as presented. All Ayes. Motion carried. The Consent Agenda consists of the following: approval of the minutes of the July 19, 2004, regular board meeting; the employment of Angela Reis as a school nurse at Bridgeview Elementary; the resignations of part-time high school custodian Bob Boyd and food service worker Tonita Washburn; the extra-curricular adds of Nikki Boehl as high school social club advisor and Breanne Baker as Junior High Cheerleading Head Coach and drops of Ann Fairbanks as Junior

High Cheerleading Head Coach and Sherri Britz as H.S. Social Committee Advisor; the probationary employment of Breanna Baker as a special education aide at PVCHS and Janice Foley as an educational aide at PVJH; five open enrollment applications-in - two for 2004-05 and three for 2005-06 all from Bettendorf Schools; and approval of the contract with River Bend Transit for transportation of some special education students.

EXPENSES APPROVED: Motion by Barsness, second by O'Hara that General Fund warrants be issued in the total amount of $93,150.73 in payment of invoices presented. All ayes. Motion carried.

Motion by Kaminski, second by Schurr that Nutrition Fund warrants be issued in the total amount of $2,649.39 in payment of invoices presented. All ayes. Motion carried.

Motion by Messman, second by Barsness that Elementary/Junior High Activity Fund warrants be issued in the total amount of $3,522.04 in payment of invoices presented. All ayes. Motion carried.

Motion by O'Hara, second by Schurr that High School Activity Fund warrants be issued in the total amount of $10,023.65 in payment of invoices presented. All ayes. Motion carried.

Motion by Kaminski, second by Schurr that PPEL Fund warrants be issued in the total amount of $569,898.86 in payment of invoices presented. All ayes. Motion carried.

FOOD SERVICE 2003-04 YEAR END REPORT: Joanne Noble, Food Service Director, presented the year end report for her department. During the year an automated school lunch software program was extended to include the junior and senior high schools. Two new ovens were purchased for the high school kitchen. Student use continues to grow. The Board commended Mrs. Noble and her staff for a job well done.

Motion by O'Hara, second by Schurr that the Board accept the 2003-04 Food Service Year End Report as presented. Roll call vote. Ayes - O'Hara, Schurr, Barsness, Dayman, Kaminski, Messman. Nays - none. Motion carried.

APPROVAL OF BREAD PRODUCTS BIDS FOR 2004-05: Bread bids for the 2004-05 school year were presented by Joanne Noble. She recommended Board approval of the low bid submitted by Earthgrains Baking Company Inc. for bread products.

Motion by Messman, second by Kaminski that the Board accept the low bread products bid submitted by Earthgrains Baking Company Inc. for the 2004-05 school year. Roll call vote. Ayes - Messman, O'Hara, Schurr, Barsness, Dayman, Kaminski. Nays - none. Motion carried.

APPROVAL OF DAIRY PRODUCTS BIDS FOR 2004-05: Mrs. Noble presented the dairy bids for 2004-05. She recommended the low bid submitted by Swiss Valley Farms for dairy products.

Motion by Schurr, second by O'Hara that the Board accept the low dairy products bid submitted by Swiss Valley Farms for the 2004-05 school year. Roll call vote. Ayes - Schurr, Barsness, Dayman, Kaminski, Messman, O'Hara. Nays - none. Motion carried.

PROPOSED SUBSTITUTE RATES FOR 2004-05 SCHOOL YEAR: Dr. Spelhaug presented the proposed substitute rates for substitute teachers, tutors, and nurses for the 2004-05 school year. The approved increase would make Pleasant Valley's substitute rates equal to both Bettendorf and North Scott school districts. The proposed substitute rates are: Level I daily rate - $75.00; Level II daily rate (more than 10 days of employment with one refusal per semester) - $94.00; Level III daily rate (After 10 consecutive days for the same teacher. When the teacher has returned, the substitute teacher will go back to the level II pay rate.) - $105.00; Level IV daily rate (Extended Assignment: 9 weeks or more for the same teacher, but less than a full year assignment.) - $136.00; Retired PVCSD Teacher daily rate - $130.00; Tutor hourly rate- $18.00; Nurse daily rate- $94.00.

Motion by Kaminski, second by Barsness that the Board approve the substitute rates for the 2004-05 school year as presented. Roll call vote. Ayes - Kaminski, Messman, O'Hara, Schurr, Barsness, Dayman. Nays - none. Motion carried.

Cheerleading Clinic Grades K-8

The Pleasant Valley High School Cheerleaders will be sponsoring their annual cheer clinic on August 29th from 2-4pm in the high school gym. The clinic is open to all students grades K-8. The cost is $25 and will include a clinic t-shirt. Registration forms will be available at the "Back to School Night" in each school building or you can contact Mrs. Cinadr the cheerleading coach at 332-5828 for registration and details.

Relay for Life

A team of PV parents has formed and will participate in the relay starting at 5:00 p.m. Friday, August 13 - 7:00 a.m. Sat. August 14 at the BHS track in memory of Lindsay Suhl, PVHS freshman, who lost her battle with cancer on July 9, 2004, and Jayne Andreesen, PVJH 7th grader, who is undergoing treatment at the University of Iowa Children's Hospital.
