PV Board Minutes 4.5.04

Regular meeting was called to order at 7:00 p.m. by President Debbie Dayman. Members present: Barsness, Dayman, Hoffmann, Messman, Thornton. Absent: O'Hara and Schurr. Also present: Jim Spelhaug, Cyndy Behrer, Mike Clingingsmith, Christine Harvey, Jim Wichman, David Barber, Jonelle Addabbo, Michael Addabbo, Scott Behne, Cindy Stark, Angela Rouse, Jacqueline Rouse, Vikas Velagapudi, and Dr. Mohana Velagapudi.

MEMBERS PRESENT:

EXEMPT SESSION: Motion by Thornton, second by Barsness that the Board hold an exempt session for the purpose of negotiations as provided in section 20.17(3) of the Code of Iowa. Roll call vote. Ayes - Thornton, Barsness, Dayman, Hoffmann, Messman. Nays - none. Motion carried.

EXECUTIVE SESSION: Motion by Messman, second by Barsness that the Board hold a closed session as provided in section 21.5(1)(i) of the open meetings law to evaluate the professional competency of an individual whose performance is being considered to prevent needless and irreparable injury to that individual's reputation, as that individual has requested a closed session. Roll call vote. Ayes - Messman, Thornton, Barsness, Dayman, Hoffmann. Nays - none. Motion carried.

AGENDA APPROVED: Motion by Barsness, second by Thornton that the Agenda be approved as presented. All ayes. Motion carried.

Director Schurr arrived at 7:02 p.m.

COMMUNICATIONS: President Dayman welcomed visitors to the meeting.

Director Thornton submitted her letter of resignation as Board Director, District #2. Her family is relocating to Woodbury, Minnesota. The Board and Dr. Spelhaug expressed their appreciation to Director Thornton and her family for their years of service to the district. Director Thornton's last meeting will be June 7, 2004.

Mrs. Thornton's term as Director of District 2 will expire in September and will be filled by the normal election process. However, the Board must, according to Board Policy 201.8, "Board Vacancies", fill the vacancy by board appointment within thirty days. In order to fill her position until September the Board will accept applications until Friday, May 14, at 4:00 p.m from persons interested in the Director District 2 position. Interviews for the position will be conducted on Monday, May 24, 2004, 7:00 p.m. at the Belmont Office and the Board will appoint an interim director at that time. Application forms are available at the Belmont Administration Center, 525 Belmont Road, or by calling 332-5550. Candidates must be eligible electors of Director District 2.

President Dayman recognized former Pleasant Valley Junior High teacher/coach Connie Shafar who has been awarded the First Lady Award from the Iowa Girls High School Athletic Union. She will be inducted into the Iowa Basketball Coaches Association Hall of Fame and will become a member

of the National High School Coaches Hall of Fame.

Dr. Spelhaug congratulated band members, their parents and directors for a successful trip to Florida where they performed at the All-Star Music Festival at Universal Studios.

Riverdale Heights Math Team students and their parents along with their coach David Barber were in attendance. The team placed first at the AEA's 6th Grade Math Bee Competition. Vikas Velagapudi placed first individually in the event. The team reviewed the types of problems they solve in the competition and how they prepare. The team will compete at the state level on May 1 in Marshalltown. Other Pleasant Valley Schools that placed in the AEA's 6th Grade Math Bee Competition are: Pleasant View - 2nd, Bridgeview - 3rd, and Cody - 7th. The coaches are Zach Day, Linda Goetz, and Cathi Betts respectively. Individually, Sarah Miller, Bridgeview placed second, and Tom McGee, Pleasant View placed third.

2004-2005 ADOPTION OF BUDGET AND TAXES: Mike Clingingsmith, Chief Financial Officer, reviewed the proposed 2004-05 Budget and Taxes. President Dayman declared the meeting open for a public hearing of the proposed 2004-05 budget and taxes at 7:29 p.m. As no one provided input, President Dayman declared the hearing on the 2004-05 budget closed at 7:30 p.m.

Motion by Barsness, second by Hoffmann to approve the regular Physical Plant and Equipment Levy in the amount of $ .33 per $1,000 of taxable valuation for the fiscal year July 1, 2004, to June 30, 2005, to be expended for the purposes outlined in Chapter 298.3 of the Code of Iowa. Roll call vote. Ayes - Barsness, Dayman, Hoffmann, Messman, Schurr, Thornton. Nays - none. Motion carried.

Motion by Thornton, second by Schurr that at this meeting of the Board of Directors of the Pleasant Valley Community School District, held as provided by law; and finding that the notice of the time and place of hearing has, according to law and as directed by the Board, been published on the 25th day of March, 2004, in the Bettendorf News, and that the affidavit of publication thereof was on file; and after hearing any resident or taxpayer presenting objections to, or arguments in favor of, any part of the proposed budget; I move that we adopt the attached Budget Summary, together with the property tax levies totaling $13.46051 per $1,000 of taxable valuation for 2004-05. Roll call vote. Ayes - Thornton, Barsness, Dayman, Hoffmann, Messman, Schurr. Nays - none. Motion carried.

The Board noted that this is the sixth year that the tax levy rate has been held at the same level, $13.46 per $1,000 of taxable valuation. It was also noted that this levy rate is significantly lower than that of the other Scott County school districts. The Board commended the administration for keeping Pleasant Valley Community School District in sound financial condition with no increase in the tax levy rate.

CONSENT AGENDA: Motion by Messman, second by Hoffmann that the Consent Agenda be approved as presented. All Ayes. Motion carried. The Consent Agenda consists of the following: approval of the minutes of the March 15, 2004, Regular Board meeting; the resignations of Jodie Gallagher as an elementary teacher at Cody, Jody Havens as an elementary teacher at Riverdale Heights, Elizabeth Weeks as an elementary teacher at Pleasant View all effective the end of the 2003-04 school year and Mary Jo Stutenberg as the head building secretary at Bridgeview; the probationary employment of Stephen Belk as a school bus driver, and the extra-curricular addition of Judd Allbaugh as an assistant varsity soccer coach; and one open enrollment application-in for 2003-04 from Bettendorf Schools.

EXPENSES APPROVED: Motion by Thornton, second by Schurr that General Fund warrants be issued in the total amount of $139,923.16 in payment of invoices presented. All ayes. Motion carried.

Motion by Barsness, second by Messman that Nutrition Fund warrants be issued in the total amount of $7,403.65 in payment of invoices presented. All ayes. Motion carried.

Motion by Hoffmann, second by Thornton that Elementary/Junior High Activity Fund warrants be issued in the total amount of $7,186.23 in payment of invoices presented. All ayes. Motion carried.

Motion by Schurr, second by Barsness that High School Activity Fund warrants be issued in the total amount of $28,764.29 in payment of invoices presented. All ayes. Motion carried. Motion by Messman, second by Barsness that PPEL Fund warrants be issued in the total amount of $9,966.63 in payment of invoices presented. All ayes. Motion carried.

BUILDING ACADEMIC INTERVENTIONS: Cyndy Behrer, Assistant Superintendent, explained that as a part of analyzing students' standardized test scores in the areas of reading, math, and science, each building in the district has been asked to identify academic interventions to provide additional support for student achievement. These interventions have been divided into two categories; 1) those designed to improve student achievement for all students (building interventions) and 2) those targeted to address the specific needs of certain students (student interventions). She commended the building principals and faculty for their efforts to implement these interventions within the scheduling constraints and parameters unique to each population. She reviewed the steps each building has taken and the student progress that has been noted to date.

PUBLIC HEARING FOR BRIDGEVIEW ELEMENTARY ADDITION: President Dayman opened a public hearing at 8:01 p.m. for public input regarding the Bridgeview Elementary addition project.

As there were no comments from the public, the hearing was closed at 8:02 p.m.

ACCEPT BIDS FOR H. S. MUSIC & WELLNESS ADDITIONS: Bids for the high school music and wellness additions were opened at 2:00 p.m. on Thursday, March 25. There were six bids. The administration recommended the acceptance of the low bid from Precision Builders, Inc. as well as acceptance of the alternate bid for improved acoustical treatment in the two existing music rooms. Precision is the company that did the Pleasant View project and the district was happy with their performance. Although the low bid is approximately $40,000 over cost estimates, the district believes it is a competitive price and that it is also the wisest course of action to do the alternate as a part of the regular construction process.

Motion by Thornton, second by Barsness that the Board accept the base bid of $2,339,000.00 and alternate #1 bid of $33,368.00 for a total bid of $2,372,368.00 submitted by Precision Builders, Inc. of LeClaire, Iowa, for the High School Music and Wellness Additions. Roll call vote. Ayes - Thornton, Barsness, Dayman, Hoffmann, Messman, Schurr. Nays - none. Motion carried.

EXEMPT SESSION: The Board met in exempt session for the purpose of negotiations from 8:15 - 9:26 p.m.

EXECUTIVE SESSION: The Board met in executive session for personnel from 9:32 p.m. to 11:05 p.m. for the purpose of conducting the superintendent's annual evaluation.

The meeting adjourned at 11:07 p.m.

Lieutenant Christian Mahler Named Distinguished Alumni for Pleasant Valley Community School District

Lieutenant Christian Mahler is the recipient of the 2004 Distinguished Alumni Award for Pleasant Valley Community School District. This award is part of the PVHS "Wall of Honor" which recognizes current and past students for their academic achievements and contributions to society.

On Wednesday, April 21, 2004, there will be an open forum presentation in the high school theater from 2:45 - 3:30 p.m. where Lieutenant Mahler will address the student body, faculty and public audience in an answer/question format. This presentation will be followed by a reception in the library. Faculty, students and the public are invited to attend. The Academic Awards Program is scheduled to begin at 7:00 p.m. in the high school gymnasium. Lieutenant Mahler will be the guest speaker and will officially be inducted into the "Wall of Honor."

Pleasant Valley Junior High Bistro & Bravo The 5th annual Bistro & Bravo variety show will be held Friday, April 16, 2004 at the Pleasant Valley High School auditorium.

Bravo: Jazz Band begins at 6:45 p.m. and the show follows at 7:00 p.m.

Bistro: Dessert and a beverage will be available during intermission.

Admission: Tickets available at 5:45 p.m. at the door and are $5/person.* Admission includes dessert, beverage and entertainment. *No activity passes or Century Club passes for this fundraiser, please.

Please Note!

Revised End of Year Dates Due to the snow day on Monday, February 2, the last day of school for grades K-8 will now be June 3, 2004, and for grades 9-12 June 2, 2004.

The Pleasant Valley Community School District is compiling a list of children to be considered for next year's Title I Preschool classes. This program has historically been available to students in the Bridgeview/Cody attendance areas, but is now being expanded to include students from Pleasant View/Riverdale Heights attendance areas. Preschool students must be four years of age on or before September 15, 2004. The class will be located at Bridgeview Elementary School in LeClaire. Both morning and afternoon preschool times will be available and district transportation will be offered to shuttle children from the south end of the district. Please contact your elementary school or Bridgeview Elementary School at 289-4781 before May 15th. Families will be contacted later in the spring to arrange a time to screen the preschool child.

PLEASANT VALLEY RAP NEEDS HELP The Right After Prom (RAP) Committee is seeking your help. We are accepting donations to provide a substance free night for our youth following the prom on May 8, 2004. This event has been a PV tradition for 20 years. The RAP organization is non-profit and depends solely on donations from parents, civic organizations and local businesses. Donations should be made payable to PVHS-RAP and sent to Pleasant Valley High School - RAP, P.O. Box 332, Pleasant Valley, IA 52767 (ATTN: Cheryl Newport). Adult volunteers are also needed.
