MEMBERS PRESENT: Regular meeting was called to order at 7:00 p.m. by President Debbie Dayman. Members present: Barsness, Dayman, Messman, O'Hara, Thornton. Absent: Hoffmann, Schurr. Also present: Jim Spelhaug, Mike Clingingsmith, Chris Harvey, Cyndy Behrer, Ray LaFrentz, Kathy Shriver, Louise Jesson and others.

AGENDA APPROVED: Motion by Barsness, second by Thornton that the Agenda be approved as presented. All ayes. Motion carried.

COMMUNICATIONS: President Dayman welcomed visitors.

Director Schurr arrived at 7:01 p.m.

Cyndy Behrer reported that since the last Board meeting, the two new board members, Directors Messman and Schurr, had participated in three board orientation sessions regarding budget/school finance, curriculum, transportation/operations, and AEA services.

Dr. Spelhaug reported that the district's certified enrollment increased 24.5 over the previous year.

Dr. Spelhaug thanked the PV Committee for Drug, Alcohol, Tobacco and Violence Free Youth for their continued dedication and hard work in providing the Rainbow of Resources for Parents and the Pleasant Valley Parent Network (PVPN) Directory to district parents. They are also responsible for sponsoring the parent series by Chris McCormick-Pries.

CONSENT AGENDA: Motion by O'Hara, second by Barsness that the Consent Agenda be approved as presented. All Ayes. Motion carried. The Consent Agenda consists of the following: approval of the minutes of the September 15, 2003, Regular Board meeting; the resignations of Lisa Boynton as high school activities secretary, Dennis Mote as high school part-time custodian, and Francine Thompson as an early childhood special education aide at Pleasant View; Carol Hunt's Letter of Assignment as a special education personal aide has been terminated effective October 7 due to her student moving from the area; Robin Funk's Letter of Assignment

as a high school food service worker is recommended to be increased from 5 hours/day to 5 ? hours/day, Debra Thompson's Letter of Assignment as a high school food service worker is recommended to be increased from 3 hours/day to 4 hours/day; Lynn Damushes is recommended for probationary employment as an early childhood special education aide at Pleasant View, and Nancy Urmie is recommended for probationary employment as a food service worker at Pleasant View; and the extra-curricular additions of Katheryn Dettlaff and Kimberly Dettlaff as dance team coaches, Paul Eure as junior high swim coach, and Dave Hemming as junior high wrestling coach; and the extra-curricular deletion of Lindsay Wood as sophomore softball coach; two open enrollment applications-in for the 2003-04 school year from Bettendorf Schools; a Legal Services Cooperative through the AEA using Lane and Waterman as legal counsel; and the 28E Agreement with EICC for the Becoming a Master Student program.

EXPENSES APPROVED: Motion by Thornton, second by O'Hara that General Fund warrants be issued in the total amount of $153,459.04 in payment of invoices presented. All ayes. Motion carried.

Motion by O'Hara, second by Thornton that Nutrition Fund warrants be issued in the total amount of $21,418.23 in payment of invoices presented. All ayes. Motion carried.

Motion by Barsness, second by Messman that Elementary/Junior High Activity Fund warrants be issued in the total amount of $4,938.14 in payment of invoices presented. All ayes. Motion carried.

Motion by Schurr, second by O'Hara that High School Activity Fund warrants be issued in the total amount of $94,570.95 in payment of invoices presented. All ayes. Motion carried.

Motion by Messman, second by Barsness that Schoolhouse Fund warrants be issued in the total amount of $107,711.92 in payment of invoices presented. All ayes. Motion carried.

NO CHILD LEFT BEHIND (NCLB) UPDATE: Assistant Superintendent Cyndy Behrer presented an update on the No Child Left Behind (NCLB) legislation that was signed into law in January of 2002. She provided the Board with an understanding of the basic vocabulary/terms, the key provisions of the legislation, and some of the specific issues/implications for Pleasant Valley students. Sessions will be scheduled through the PTA's in each building to provide parents the opportunity to receive the same information and to provide input as to how the district/community responds to the challenges of NCLB.

HOUSING UPDATE-CITY OF LECLAIRE: Dr. Spelhaug and Ray LaFrentz, Director of Operations, presented a housing update on the City of LeClaire. Eight subdivisions and two possible subdivisions were described in terms of the type of structures that will be built and possible timelines for their development. Steve VanDyke, Director of Community Development, will be present at the October 20th Board meeting when a housing update for the City of Bettendorf will be presented.

MONTHLY FINANCIAL REPORTS: Mr. Clingingsmith presented the monthly financial reports for August. Through August, general fund receipts totaled $493,125, (2.3%) and expenses totaled $3,407,061,(15.8%). The August target for receipts and expenditures was 16.7 %. Mr. Clingingsmith explained that the August receipts percentage is typically well below the target percentage since school districts do not receive state aid payments in July and August and the district's first large draws of property taxes for the fiscal year are not received until October and November. He also presented reports on the Management, PPEL, Capital Projects, Debt Service, Hot Lunch, Internal Service, and Activity funds.

Motion by O'Hara, second by Thornton that the Board accept the monthly financial reports for August as presented. Roll call vote. Ayes - O'Hara, Schurr, Thornton, Barsness, Dayman, Messman. Nays - none. Motion carried.

FIRST READING OF BOARD POLICY 807.1, "FIXED ASSET CAPITALIZATION": Mike Clingingsmith presented new board policy 807.1, "Fixed Asset Capitalization", for its first reading. He explained that this is a policy that the district's financial auditors, Hunt, Kain & Associates, P.C., have indicated is now required because of the implementation of Governmental Accounting Standards Board Statement # 34 (GASB 34). One of the major components of GASB 34 is the requirement that governmental entities, such as school districts, capitalize and depreciate all fixed assets (with the exception of land). Prior to the implementation of GASB 34, only fixed assets in the district's Proprietary (Nutrition) Fund were capitalized and depreciated. The policy will be on the next board agenda for its second reading and on the first meeting in November for Board approval.

PUBLIC MEETINGS NO CHILD LEFT BEHIND (NCLB) & PLEASANT VALLEY

Superintendent Dr. Jim Spelhaug and Assistant Superintendent Cyndy Behrer will be giving presentations concerning NCLB legislation. The presentation will provide an understanding of the key provisions of the legislation and the issues/implications for the Pleasant Valley District. There will also be an opportunity for public input relative to how the district/community can most successfully respond to NCLB challenges.

WALL OF HONOR NOMINATIONS The Wall of Honor program was established in 1999 to recognize distinguished alumni who have graduated from PVCHS. Nominees must have been graduated at least ten years prior to induction and must meet the following criteria: * Academic Excellence * Outstanding success in their career * Made significant accomplishments in business or professional life * Distinguished human service Anyone wishing to submit a name for consideration as a Wall of Honor honoree should send a letter of nomination by November 15, 2003 to: Mrs. Deb Menke, Principal, PVCHS, P.O. Box 332, Pleasant Valley, IA 52722. Indicate the reasons why the individual should be considered for the Wall of Honor and the nominee's current address and telephone number. Nominations will be added to the pool of nominees from previous years. This year's recipient will be honored in April 2004 at the school's Academic Awards Night. Questions? OPEN ENROLLMENT NOTICE Parents/Guardians considering the use of the open enrollment option to enroll their child or children in another public school district in the state of Iowa should be aware of the following dates:

JANUARY 1, 2004 - Last date for regular open enrollment requests for the 2004-05 school year.

SEPTEMBER 17, 2004 - Last date for open enrollment requests for entering kindergarten students for the 2004-05 school year.

Parents/guardians of open enrolled students whose income falls below 160% of the federal poverty guidelines are eligible for transportation assistance. This may be in the form of actual transportation or a cash stipend.

Parents should be aware that open enrollment may result in the loss of athletic eligibility.
