More than $16 million in new capital projects -- from $350,000 for more downtown "streetscaping" to $2 million for widening of Tanglefoot east of Devils Glen Road -- are being recommended by Bettendorf's city staff.
The city administration's Community Improvement Program (CIP) request is the first step in devising a capital spending plan for the coming fiscal year beginning July 1, 2011.
The recommended amounts for streets, sewers, storm water detention, parks and enterprise fund projects is down substantially from the current fiscal year, when spending on capital improvements is expected to reach nearly $28 million.
The projects are funded primarily with dollars from the issuance of city general obligation bonds, along with money from federal grants, city sales tax and proceeds from storm water and sewer bond issues.

Aldermen are expected to begin discussion of the funding request at this week's city council sessions.
Some of the recommended capital projects include:
• $450,000 to extend water mains along Middle Road to Interstate 80.
• $100,000 to assist downtown businesses relocating because of the new Interstate 74 bridge project.
• $326,000 for Forest Grove sealcoating improvement from west city limits to Eagle Ridge Road.
• $155,000 for Middle Road/Kimberly Road median renovation adjacent to Duck Creek Mall.
• $500,000 for city wide street patching (the first of a 5-year, $2.5 million patching plan).
• $470,000 for alley replacement work.
• $1 million for resurfacing all streets in the Alcoa subdivision.
• $825,000 for street improvements on TenPlus Street (Central to 28th Street), North Oak and Oak Street (23rd Street to the end).
• $300,000 for the recreation trail from east city limit to Riverdale to match $800,000 in federal funding.
• $50,000 for first phase of new park development along Forest Grove Road.
• $240,000 for a separated 10-foot recreation trail on east side of Devils Glen from Crow Creek Park to Middle Road.
• $100,000 for dredging of Middle Park lagoon.
• $370,000 for two new traffic lights (29th St. and Middle Road and 17th St. and Grant) and a new pedestrian crossing signal at 18th Street and Crow Creek Road.
• $32,000 for electronic speed signs along 18th Street at Bettendorf High and various other school locations.
• $400,000 for street improvements along Maplecrest west of 29th Street.
• $650,000 for street improvements along Spruce Hills Drive from Utica Ridge to Summit Hills and Summit Hills to Woodland.
• $2.5 million for widening of Tanglefoot Lane to three lanes from Devils Glen to Greenbriar.
• $400,000 for renovations of holes 15 and 17, and regrading of holes 15 and 16 at Palmer Hills Golf Course.
• $100,000 for ADA improvements at Splash Landing swimming pool.
• $950,000 for infiltration analysis of sewer lines and corrective work, plus manhole rehabilitation.
• $910,000 for regional storm water detention projects along Hopewell Creek.
• $790,000 for rehabilitation of Stafford Creek from Maplecrest to Middle Road to prevent erosion from storm water runoff.
